The Set Up:

Date: The In Character date the rumour began circulating! Turn-Month-Day!
Post Body: You can write this however you like! Check out some of the existing Rumours for examples, or try something new. Keep it short, and to the point - after all, no one has all day to whisper something scandalous to someone else!
